The Program Management Office (PMO) supports advanced technology planning and execution Laboratory-wide through a rigorous balance of technical and management capabilities. The PMO accomplishes this through the development of a highly skilled pool of program managers and by providing direct support to the Laboratory’s most complex prototyping efforts. The PMO also implements program management best practices tailored for the dynamic research and development environment. The PMO provides standard, scalable approaches to program management functions and provides independent assessments and recommendations for improved program execution.

Position Summary:
The Associate Program Manager is responsible for a variety of detailed program management, financial, and administrative activities involved in overseeing a complex federated program or several medium-sized efforts. These programs involve building and operating hardware prototypes utilizing advanced technologies. The Associate Program Manager manages the execution of an engineering team and must be capable of understanding, assessing, and discussing the technical basis and the basic design/fabrication tasks and risks involved.

A successful Associate Program Manager leverages a strong technical background, program management background, and understanding of business fundamentals to assist the Laboratory deliver complex prototypes that support critical national security missions.  Supporting this mission requires the ability to work across all program lifecycle phases and to integrate across multiple internal and external organizations.  The Associate Program Manager works closely with the Program Manager and leads the development of program plans, detailed schedules, budgets.  The Associate Program Manager implements Program Management Practices/Procedures to structure, manage, and monitor programs and organizations.  During execution the Associate Program Manager is responsible for monitoring and analyzing program performance, reporting program progress both internally and externally, forecasting remaining work (scope, schedule, and cost), and managing major subcontracts, including leadership for documentation development, evaluation, and vendor management.  The Associate Program Manager may also be responsible for program property administration, program personnel logistics, and special projects that support mission requirements or program management continuous improvement efforts.

Requirements:

  • BS or higher in engineering, physics or related field with 5 years’ experience in engineering or technology development coupled with an MS/MBA in business/technical management, a related field or equivalent experience.
  • Must have a minimum of 5 years’ experience in program management in a Research and Development environment.
  • Must have strong knowledge of program management practices and understand how to apply the practices in a Research and Development setting.
  • Demonstrated capabilities in presenting ideas written and orally required.
  • U.S. Citizenship.
  • Ability to obtain and maintain a security clearance required.
