The Advanced Electro-Optical Systems Group specializes in the rapid development and demonstration of innovative optical system solutions to address difficult challenges facing the Department of Defense, Department of Homeland Security, NASA, and other U.S. government entities. The group maintains broad expertise in electro-optical and infrared sensors, charge-coupled devices, focal plane arrays, ground/air/space electronics, image processing, video exploitation, and low–size/weight/power optical communications systems. The group leverages this core expertise to architect, design, build, and deploy hardware and software systems in support of mission needs. Emphasis is on working closely with end users to develop enabling concepts and then building and fielding integrated systems on responsive timelines. The group seeks self-motivated engineers and scientists with multidisciplinary skill sets and a passion for prototyping systems that address critical national needs.
Job Description
We are seeking a Group 99 Business Manager for the Advanced Electro-Optical Systems group in the Space Systems and Technology division. The group’s financial portfolio includes major hardware prototyping programs in addition to smaller projects and design studies. Several of the prototype systems include operational and data analysis responsibilities. In this role, the Business Manager is responsible for all of the financial and administrative roles of the group, with support from the Group Administrator and in coordination with business support throughout the laboratory, including the Program Management Office for level 1 programs.
Financial Management, Analysis, and Reporting
- Manage and evaluate Group 99 funding and spending and summarize financial status for the Group Office
- Work with program managers and technical leads to plan and develop new efforts. Support Technical Staff and Program Office in the creation of new concept proposals. Assist in the preparation and coordinate of new program packages.
- Manage and track program spending and staffing utilization across the group
- Coordinate incoming funding, so that it arrives correctly and in time for expenditures and is expensed when expected
- Manage financial partnerships and handshakes with other groups and divisions so that financial expectations are clear and well coordinated
- Coordinate Group 99 finances with Division level metrics and constraints
Procurement
- Serve as a primary point of contact for all the group’s procurements and actively track all critical and long lead time items. Guide technical staff through the steps of the procurement process and provide status when needed
- Review and edit statements for work and associated procurement documentation for clarity of purpose.
- Manage the procurement of consultant services and contingent workers.
Personnel Management
- Support the group office and staff in matters related to recruiting and employment. Work with the Group Administrator in the creation and management of job postings.
- Support the group needs with respect to contracted contingent workers, coordinating with EWS
- Support the development of a high-performing administrative team
Facilities

Monitor Group facility usage and coordinate long term facility planning.
Requirements
- Bachelor's degree in Finance or related field is required (MS/MBA preferred)
- 5-8 years applicable experience beyond bachelor's degree is required
- Proficient in Microsoft Office Suite (primarily Excel, Word & PowerPoint)
- Skilled with numbers and spreadsheets and distilling information from financial databases
- Proven ability to present ideas in writing and orally
- Ability to analyze, create and present financial results/reports
