Job Description

The Financial Services Department (F$D) is seeking a Business Manager to work in the Operations section. Reporting to the Senior Financial Manager, the Business Manager will oversee tasks essential to the Laboratory’s operation. Supervises one financial analyst. Will assist with stewardship of $1.1B in annual revenue. This position will serve as a key point of contact for the technical groups for guidance related to FFRDC Staff year of Technical Effort (STE), Ceiling funding and excluded procurements, test platform management, and end of fiscal year program STE and ceiling funding carryover management.

Duties and Responsibilities

Supervise one financial analyst. Responsible for their daily activities, training and development. Ensure the analyst can support ceiling management, test platform management, program closeouts and reporting.

•             Work with the Lab’s business community to determine the best methods for explaining and enforcing OMB and DoD requirements for ceiling, STE and burden

•             Conduct daily review of SAP S/4 SRM purchase orders greater than $250,000

•             Coordinate with Contracting Services Department, Property Office, and Business Managers to close research programs

•             Maintain SAP S/4 database of R&D test platforms and assign excluded outside procurement (EOP) justification numbers utilizing Statistical Internal Orders (SIO)

•             Coordinate end of fiscal year ceiling adjustments in the Laboratory’s Anticipated Funding planning application

•             Approve purchase order administrative change requests

•             Other special projects and financial analysis as required

Requirements

Bachelor’s degree is required (Business/Finance/Management degree or related experience necessary), MBA is preferred

•             Minimum 5 years of financial management experience

•             Understanding of MIT Lincoln Lab’s financial policies and procedures is a plus

•             SAP proficiency preferred; S/4 is a plus

•             Ability to analyze and present financial data in a relatable manner

•             Effective written and oral communication skills is required

•             Advanced MS Excel, PowerPoint and Word skills

•             Demonstrated history of responsive customer service

•             Able to work independently, problem solve and influence change

•             Ability to obtain and maintain a government security clearance

•             Must be able work independently with minimum supervision
