Job Summary

MIT Lincoln Laboratory is seeking a Deputy Director for Finance. This position works with the Lincoln Laboratory Director of Finance to lead and manage the central finance organization and finance related positions distributed throughout the Laboratory. This involves developing the financial strategy and goals for the Laboratory, modernizing financial processes and systems, and managing the resources to achieve those goals, and reporting on results.  The Finance Department currently employs staff in five areas: Accounting; Property Office; Financial Operations; Planning and Analysis; and Travel. This position requires a broad accounting and financial knowledge of Government related accounting and funding; familiarity with cost estimating principles; knowledge of DCAA and DCMA policies and procedures; and understanding of compliance and audit requirements for universities and federal awards.  Strong working knowledge of financial management systems and the systems development life cycle, OMB Uniform Guidance, DoD Financial Management Regulations, DoD Fiscal Policy, and DoD Fiscal Law is required.   The Deputy Director for Finance will represent the department to internal audiences including senior management and externally to the Government, MIT leadership, consortia, and other professional organizations.  The successful candidate will lead the Laboratory through the major ongoing financial modernization effort as part of the digital enterprise transformation program. 

Duties and Responsibilities

  • Assist the Director in establishing the vision and strategic directions and providing financial leadership for the Laboratory
  • Set Laboratory financial priorities and goals for the short and long term
  • Identify and provide guidance and leadership in finance initiatives and projects
  • Interface with Laboratory staff at all levels of the organization including Senior Management, Contracts and Compliance Office, Program Management Office, other Division and Department leadership
  • Assure continuous improvement, best practice, and efficiencies in all areas of Finance
  • Maintain regular communications with the business community while working in a supportive and collaborative environment
  • Provide DoD regulatory and fiscal policy expertise and guidance on all financial matters in particular those relating to cash management, budgeting, funding, execution, property, and finance contractual requirements
  • Provide leadership and expertise on areas of changes related to fiscal regulations/laws that impact FFRDCs/universities in general or MIT

Qualifications - Required

  • Senior Financial Management experience is required with a minimum of 15 years of increasing management responsibility
  • Bachelor’s Degree in Accounting or similar field
  • Demonstrated experience in leading teams in strategic planning, process improvement, and change management
  • Government financial management and leadership experience related to DoD acquisition programs
  • Expert knowledge of financial management systems and the systems development life cycle
  • Highly effective verbal and written communication skills
  • Understanding of DoD Financial Management Regulations and Fiscal Policy
  • Knowledge of Government budgeting and funding process
  • Knowledge of federal financial environments, fiscal law, and operations
  • Knowledge of the Federal Acquisition Regulations (FAR) and Defense supplements
  • Knowledge of the Government Planning, Programming, Budgeting and Execution (PPBE) process
  • Experience in leading  a diverse staff executing a complex financial management functional portfolio

Qualifications - Preferred

  • Knowledge of Government oversight and audit policies
  • Knowledge of OMB Uniform Guidance Cost Principles
  • Experience in a DoD research, acquisition and contracting environment
  • Prior experience in a DoD Federally Funded Research and Development Center and understanding of ceiling management.
  • Prior experience in an SAP enterprise environment.
  • Excellent interpersonal, communication, presentation, and problem-solving skills are required
  • Master’s Degree preferred, preferably MBA or in Accounting/Business Management
