Position Description
The Contracting Services Department (CSD) at MIT Lincoln Laboratory is currently engaged in supporting an enterprise-wide business transformation effort to upgrade business systems and streamline associated processes. This position will be directly responsible for leading and managing an array of project initiatives that support the selection and the successful implementation of the next Laboratory-wide purchasing system. The PM will report to the CSD Senior Manager of Strategy.
The successful candidate will lead project activities to facilitate stakeholder feedback sessions, identify stakeholder requirements in the next phase of the Laboratory’s Digital Enterprise Transformation effort. This position will partner heavily with the IT function to optimize the Procurement business model through the selection, development and consolidation of data systems. Previous project and business analysis experience, good business acumen and demonstrated experience managing projects is required.
This is a hybrid position but the candidate needs to be located within 100 miles of Lexington, MA. The PM will need to be on-site in Lexington for periodic meetings as required.
Primary Duties
- Leading projects that closely liaise with the CSD Sr. Manager, Strategy and the Laboratory IT function to realize the department’s strategic objectives
- Collaborates with stakeholders and customers throughout the Laboratory to understand existing pain points and enhancements required for the next system to support the mission of the Laboratory
- Oversees and manages the project and serves as liaison between project management and planning, project team, and line management. Develops integrated project plan/schedule and manages dependencies across the organization
- Reviews status of project scope, schedule, resources, and budgets, and prepares status reports. Assesses project risks and issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders
- Monitors and controls all changes to the overall project and facilitates regular governance process to ensure proper evaluation of impacts to the organization
- Facilitates the analysis of system capabilities and identify gaps between business needs and existing processes and systems
- Facilitates the documentation of business requirements from key stakeholders across the Laboratory and support the translation into functional systems requirements
Qualifications
- Bachelor’s degree in Business Management, Supply Chain, Industrial Engineering, Management Information Systems or related field or 5 years’ experience managing similar initiatives with exposure to Procurement, Business Process Analysis and Design, and Supply Chain or a combination thereof
- Proven experience in change management leading large, complex, transformational programs
- Solid understanding of SDLC models (agile and waterfall) and the knowledge and practices of how to blend for the right business fit. Proven track record of delivering projects and programs using a hybrid methodology (blended agile/waterfall methodology)
- Hands on experience with project management tools including MS Project, Jira, etc.
- Project Management Professional (PMP) certification or demonstrated progress towards obtained PMP certification preferred
- Agile certification a plus (SAFe, CSDM, CSPO, etc.)
- Excellent verbal and written communication skills at all levels for both internal and external personnel and suppliers. Able to use data to drive strategic decision conversations. Excellent presentation skills. Able to translate/present complex data/concepts in a simple way to drive action. Able to present effectively to leadership and capable of working with all levels of the organization
- Critical thinking, problem solving and communication skills with attention to detail
- Ability to work effectively in a cross-functional environment along with the ability to manage multiple responsibilities simultaneously is a key factor to success within this position
- Have an active security clearance of at least Secret or ability to get a clearance. At a minimum, an interim Secret clearance is required before starting
