Position Description
The Contracting Services Department is hiring a Senior Manager for Compliance & Data. The Senior Manager, will oversee multiple efforts to ensure the Laboratory is compliant with federal law, contract requirements, and MIT policies and procedures. In addition, the position will provide oversight in the design and administration of systems, process development initiatives, and incorporating future emerging technologies to improve operational compliance, quality, and efficiency.
The position will execute the functions of audit and subcontract review to ensure all contracting actions in the Laboratory are compliant with the Purchasing Polices & Procedures Manual (PPPM). The position will manage and direct multiple programs to ensure continued compliance with multiple federal policies and prime contract requirements, to include, but not limited to, Cybersecurity Maturity Model Certification (CMMC) and the FAR/DFARS.
The Senior Manager will implement strategies, systems, and business process designs and redesigns to meet CSD automation, reporting, and systems development requirements and oversee purchasing processes and systems. The position will assist the subcontract administrators in providing risk-based acquisition strategies and aiding Laboratory research through innovative contracting types and incentives. The position will regularly update the Department Head on audit results, trends, and necessary training, as well as identify any bad practices or negative trends throughout the Department.
Once a training manager is in place, the position will work with the training program manager, Department Head, and Assistant Department Head in developing and executing a training program to guide subcontract administrators and Laboratory personnel in proper and compliant procurement processes and to educate non-CSD personnel on the capabilities and processes of CSD. The training manager will report to this position.
Minimum Qualifications
- 10 years minimum government or defense industry contracting experience
- BA/BS required, with one of these desired emphases: business, planning, law, international affairs/government, engineering, supply chain, industrial engineering, management information systems; master's degree preferred
- Experience in supervising/managing complex administrative processes
- Understanding of federal policy and nuances to ensure full compliance
- Leadership attributes with experience managing a team to achieve business objectives
- Experience in interpreting and implementing the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS), uniform guidance (2CFR 200), public laws, and executive orders
- Broad knowledge of/familiarity with defense technologies/applications and the defense industry
- Ability to manage complex programs, communicating objectives and progress to organizational leadership
- Ability to assemble, motivate, and guide teams charged with implementing a wide variety of goals
- Ability to synthesize technical information sufficiently to gather top-level capabilities and requirements
- Knowledge of Microsoft Office computer applications
- Ability to maintain Secret clearance required, TS/SCI clearance desired
Hiring Range: $147,600 - $199,300
