Job Description

Serve as the Senior Contracts Manager responsible for day-to-day management of the Federally Funded Research and Development Center (FFRDC) Prime Contract with the Air Force. Requires a strong working knowledge of the FAR/DFARS and understanding of applicability of Government regulations to FFRDC relationships. Requires ability to develop solutions to unique business/contractual problems that require a high degree of analysis and understanding of internal and external policies and regulations. Must be detail-oriented, well organized, and a skilled multi-tasker.  Strong customer service skills and ability to work effectively with all levels of staff and management are important.

 

Responsibilities:

  • Provide guidance and support to Laboratory personnel and management related to all Prime Contract matters
  • Serve as primary interface with USAF Procuring and Administrative Contracting Officers, and key interface with USAF program managers and finance staff
  • Conduct reviews, analysis, and develop solutions to all governance issues
  • Collect and analyze data to develop contracting metrics and reporting documentation
  • Negotiate changes to procedures and contractual documents with USAF representatives
  • When applicable accomplish actions for timely and effective option exercise and renewal of the FFRDC Prime Contract
  • Serve as primary interface with internal Laboratory financial, business management, and technical staff on matters related to implementation, performance, and compliance with the prime contract

 

Qualifications:

  • Bachelor’s degree in Business Administration or related field required
  • MBA or similar degree desired
  • Minimum of 5 years’ experience in Government contract related work required
  • USAF or DoD experience in contracting field desired
  • Strong working knowledge of Federal Acquisition Regulation (FAR) and Defense Supplements required
  • Working knowledge of federal Government acquisition and contracting policies and procedures is required
  • Demonstrated capabilities in written and oral communication are required
  • Ability to obtain and maintain a Government security clearance required
